Blockbrief's monthly zoning alerts tracks zoning changes in NSW and will be tracking zoning changes in Victoria from next month.

Local Environmental Plans 

In NSW Local Environmental Plans (LEPs) guide planning decisions for local government areas. Through zoning and development controls, they allow councils and other consent authorities to manage the ways in which land is used. LEPs are the primary planning tool to shape the future of communities.

Principal LEP

An LEP applies to a particular area, generally the whole or part of  an LGA. An LEP applying to the whole of an LGA is refereed to as the principal LEP. Principal LEPs reviews an LGA's current zonings and controls. It is the result of a LGA wide strategic planning. In January 6 LGA's across the State enacted new LEP's and as result new zonings.

Amending LEP

An LEP being made to amend a principal LEP is referred to as an amending LEP. In  January 17 LGA's across the State amended their LEPs, with 16 affecting zonings.

Camden Local Environmental Plan 2010 (Amendment No 5) (2013-3) — published LW 18 January 2013 Minor zone boundary adjustments due to further 'ground truthing' and detailed planning of the residential and the JRPP approved Seniors Living subdivision within the Mater Dei Release Area.
Eurobodalla Local Environmental Plan 2012 (Amendment No 2) (2013-19) — published LW 18 January 2013 Rezones 16 lots, bounded by John Street, Church Street and Princes Highway in Moruya from RU1 - Primary Production Zone to B5 - Business Development Zone
Gosford Local Environmental Plan No 477 (2013-4) — published LW 18 January 2013 Allows a bulky goods premise to occur on land currently zoned 4(a) Industrial (General) in the Gosford Planning Scheme Ordinance.
Greater Taree Local Environmental Plan 2010 (Amendment No 4) (2013-5) — published LW 18 January 2013 Rezones approximately 10.8 hectares of land land currently zoned RU1 Primary Production to General Residential (R1)to facilitate the development of up to 89 dwellings. Land currently zoned E2 Environmental Conservation will retain this zoning.
Lane Cove Local Environmental Plan 2009 (Amendment No 7) (2013-6) — published LW 18 January 2013 Zoning, Height & Floor Space Ratio changes for Mowbray Road Precinct.
Liverpool Local Environmental Plan 2008 (Amendment No 26) (2013-16) — published LW 18 January 2013 Permits Costco retail premises/warehouse within the Crossroads Homemaker Precinct at Casula, by adding additional uses for "retail premises", "business premises", "service stations" and "vehicle repair stations" on part Lot 200 DP 1090110 Beech Road, Casula in the Schedule 1 − Additional Use of the Liverpool LEP 2008
Liverpool Plains Local Environmental Plan 2011 (Amendment No 2) (2013-7) — published LW 18 January 2013 Rezones certain additional lands identified in, or that are in accordance with, the strategic objectives of the Liverpool Plains Growth Management Strategy 2009.Permit certain additional site-specific uses (temporary workers' accommodation) within particular land use zones under the LPLEP 2011.
Maitland Local Environmental Plan 2011 (Amendment No 1) (2013-8) — published LW 18 January 2013 Rezones 175 ha of land as Stage 1 of the Farley Investigation Area from RU2 Rural Landscape to R1 General Residential and E3 Environmental Management, and create an Urban Release Area
Singleton Local Environmental Plan 1996 (Amendment No 79) (2013-11) — published LW 18 January 2013 Rezone 118ha of Rural land to Environmental Living to permit 22 additional lots on the site in accordance with the endorsed Singleton Landuse Strategy 2008 and the adopted Sedgefield Structure Plan 2009
Sutherland Shire Local Environmental Plan 2006 (Amendment No 13) (2013-12) — published LW 18 January 2013 Allows two additional uses: ‘medical facilities’ and ‘shop top housing’, on a site at 121 Georges River Road, Jannali. The site is currently zoned Zone 4 – Local Housing under the Sutherland Shire Local Environmental Plan 2006.
Tamworth Regional Local Environmental Plan 2010 (Amendment No 1) (2013-13) — published LW 18 January 2013 Rezones land to the west of the Glen Artney Industrial Precinct to facilitate the expansion of the existing food processing cluster and cemetery/crematoria facility, and to provide certainty for the ongoing operation of the existing motor sports complex.
Tumbarumba Local Environmental Plan 2010 (Amendment No 1) (2013-17) — published LW 18 January 2013 Amends the minimum lot size for 3 separate precincts and rezone 1 parcel of land under Tumbarumba LEP 2010
Tweed City Centre Local Environmental Plan 2012 (2013-14) — published LW 18 January 2013 The LEP affects all land identified within the Tweed City Centre
Tweed Local Environmental Plan 2000 (Amendment No 96) (2013-15) — published LW 18 January 2013 Rezones 1.37 ha of land at Tweed Heads South from 2(b) Medium Density Residential, 3(c) Commerce and Trade and 6(b) Private Recreation, to 3(b) General Business, to facilitate the expansion of the adjoining Tweed City Shopping Centre
Ku-ring-gai Local Environmental Plan (Local Centres) 2012 (2013-23) — published LW 25 January 2013 Guides development for the local centres over the medium term and return certainty over the land use controls for this land following the voiding of the former Town Centres Plan by the Land and Environment Court.
Ku-ring-gai Local Environmental Plan No 219 (2013-24) — published LW 25 January 2013 To amend the Ku-ring-gai Planning Scheme Ordinance 1971 to zone the Pymble Business Park to B7 Business Park and to include land to the west of West Street and Ryde Road currently zoned 3(b)-(B1).
