What Developments are Permissible in the B5 Zone?

*Permissible developments can vary between LGA's, however these are the typical developments allowed for B5 zoning.

There are generally several purposes for B5 zoning, also known as business development, which can help explain why certain developments are permitted in the area and others are not.  Generally one purpose is to enable a mix of business and warehouse uses and bulky goods premises that require a large floor area, in locations that are close to, and that support the viability of, centres.  Another purpose may be to maintain the economic strength of centres by limiting retailing activity.  A third purpose is to enable development that provide facilities or services to meet the daily needs of workers in the area.

With that said, below are the developments that are allowed and prohibited under the B5 Business Development Zone.

Allowed without Council's Consent

Development without seeking council's consent is prohibited for all types of development.

Allowed with Council's Consent

Consent by council must be obtained prior to development for any of the following:

  • Building identification signs; Bulky goods premises; Business identification signs; Child care centres; Food and drink premises; Garden centres; Hardware and building supplies; Kiosks; Landscaping material supplies; Markets; Neighbourhood shops; Passenger transport facilities; Plant nurseries; Respite day care centres; Roads; Self-storage units; Timber yards; Vehicle sales and hire premises; Warehouse or distribution centres; Water recycling facilities; Any other development not specifically listed below as prohibited

Prohibited Development

Any development listed below is generally prohibited under B5 zoning and council will not give approval:

  • Agriculture; Air transport facilities; Airstrips; Animal boarding or training establishments; Boat building and repair facilities; Boat launching ramps; Boat sheds; Camping grounds; Caravan parks; Cemeteries; Charter and tourism boating facilities; Correctional centres; Crematoria; Depots; Eco-tourist facilities; Electricity generating works; Exhibition homes; Exhibition villages; Extractive industries; Farm buildings; Forestry; Freight transport facilities; Funeral homes; Heavy industrial storage establishments; Helipads; Highway service centres; Home-based child care; Home businesses; Home industries; Home occupations; Home occupations (sex services); Industrial retail outlets; Industrial training facilities; Industries; Information and education facilities; Jetties; Marinas; Mooring pens; Moorings; Mortuaries; Open cut mining; Port facilities; Research stations; Residential accommodation; Restricted premises; Retail premises; Rural industries; Sewerage systems; Sex services premises; Signage; Storage premises; Transport depots; Truck depots; Vehicle body repair workshops; Waste or resource management facilities; Water recreation structures; Water supply systems; Wharf or boating facilities
