Zoning restricts the rights of property owners, specifying the legally permitted and prohibited uses of a property. In other words, it decides what can and cannot be built on a property. Through zoning government can control the ways in which land is used.

In NSW Local Environmental Plans (LEPs) are the main legal instruments that councils use to control the form and location of a new development. LEPs create the capacity for development by zoning land for housing and employment.

The NSW Planning Department works closely with councils to develop plans for local areas. Despite the commitment of $8.6 million from the NSW Government to accelerate delivery of LEPs last year, there was a small decrease in the number of LEPs determined.
