Development Opportunities of the New Waverley Local Environmental Plan

Waverley Council has undertaken the Waverley Planning Review which includes a Comprehensive Local Environmental Plan (LEP) and a review of the existing Development Control Plan (DCP). These are the principal documents for controlling land use and development at a local level and are known as the Waverley Local Environmental Plan (LEP) 2011 and Waverley Development Control Plan (DCP) 2011.

The Comprehensive LEP incorporates all existing and draft LEPs into a single document for the whole LGA.

Background

Council undertook the review in response to the NSW Government's Planning Reforms which commenced in 2006. As part of the reforms all Councils in NSW are required to prepare a single LEP based on a standard format, known as the Standard Instrument.

Key Changes

Waverley LGA is one of the most densely populated areas in Australia. Significant increases in development density are already permitted in Bondi Junction as a result of the already gazetted Waverley Local Environmental Plan (Bondi Junction Centre) 2010. Council is of the view  that no major increases in density are appropriate in the broader Waverley area. The intention of the new LEP is, where possible, to translate existing planning controls into the new template and where necessary update existing controls to ensure they are consistent with  the future vision of Waverley. Despite the conservative approach taken by Council, Blockbrief has identified a number of development opportunities that have become available as result of the changes to the local planning controls.

Development Opportunities

Blockbrief has identified over 20 new and development sites and existing sites which have benefited  as a result of the changes within the New LEP in locations such as Bondi and Rose Bay. Council has created these opportunities for prudent investors by increasing residential densities through adjusting zoning controls and development controls.
