Blacktown City Council is a local government authority area located in Sydney's western suburbs about 35 kilometres from Sydney CBD and is bounded by Hawkesbury City in the north, The Hills Shire in the north-east, Parramatta City in the east, Holroyd and Fairfield Cities in the south and Penrith in the west. The City of Blacktown occupies 247 square kilometres and has a population of over 300,000. Blacktown City is a predominantly residential area, with significant rural areas in the north and substantial industrial and commercial land uses. Major commercial centres are located at Blacktown and Mount Duritt. Blacktown is the most populous city in NSW, and the eighth fastest growing city in Australia. This growth is expected to continue with an estimated population of 500,000 by 2025 which is expected to be in new housing estates in the current rural areas in the north of the LGA.
